To ensure you don't damage the ball when inflating it, use glycerine (vegetable oil will also work) to lubricate the inflation needle, this allows it to be inserted smoothly without damaging the valve or the bladder of the ball.
Ensure there is enough depth for the needle before inserting it (most needles are about 3.5cm long, so this is the space you'll need to insert the needle)
Once the needle is inserted the ball should be inflated to between 9-10 psi* (unless a different pressure is indicated on the ball)
The rugby ball essentially has two parts, the outer and the inner bladder. When you pump the ball up, you are inflating the bladder, which pushes against the outer part of the ball, the sound of air escaping is the air between the bladder and the outer leaving through the seems. Carry on inflating the ball.
All balls lose pressure over time, temperature can also play a part in the loss of pressure (by 1 psi for every 10oC) so check the pressure of the ball regularly with a pressure gauge. Take care not to over inflate as this may burst the ball.
